There is a device called a POST card - which reports the BIOS Post codes (will give an account you which component is failing the POST process), but your best bet is to get a couple of processors and some knock against, and a PCI video board and test respectively one independently.
I hate to vote it, but you have a huge career ahead of you.
First pass - numeral out which boards pass "POST", set them aside (discard adjectives those that don't pass)
Second pass, using a xp boot cd (pebuilder - google for it) boot up the systems to verify they will boot and the devices are functional. Set these aside. Any that don't show adjectives devices working, set into a pile to be retested with a unadulterated install of the OS on a harddrive.
pebuilder is a really great tool, and in the process of making a boot xp cd, you will be forced into making a common boot cd which you can use for cleaning stubborn spyware/infectious agents off PCs. Checkout the plugins available (google for them too)
An alternative to making a boot cd is download kanotix (google for it), it is a linux OS modification that has support for most hardware.
If you attain 40 good working boards out of the delivery, consider yourself fortunate.
