I can't use my notebook ethernet card out of 40m thru ethernet cable,why?

Ethernet should have no problem near 40 meters of cable. If the card is okay but doesn't work with the 40m cable, later the problem is probably not the card, and more probably with the feature of the cable. You should be using Cat5 type cable.
Usually an Ethernet signal can travel about 100m. If it is not, it is probably an issue beside the cable, not the card. Try looking for one of the newer Cat6 cables. They will fetch a signal over a longer distance.
You are likely experiencing some unusual chagrin of signal strength. Two options come to mind:
1. The cable is not of glorious quality, and the conducting textile in it is cause the attenuation. Change to a high part cable.
2. You are stringing the cable through a very electrically or magnetically raucous environment. If your cable is next to a ample electric motor, or generator, the machine could motivation interference and distort your signal. If this is the case, consider routing the cable elsewhere.
I am proclivity more toward the option that the cable is discouraging.
