Without knowing your operating system or anything about your nouns top or which logitech camera you chose, I would suggest checking the standard issues first.
Your security settings? Anti-Virus or if you own XP SP2. These could be blocking access.
Clear your cache, run the defrag , delete temporay internet files and empty history.
If this doesnt help--uninstall and reinstall next reboot PC.
Logitech cams are pretty user friendly and do not normally require your operating system to be the most current.
I purely installed my logitech on an old window 98 system while my PC was anyone upgraded.
sounds like you may be trying to use it on an elder laptop with insufficient memory or cpu power ... check that you own the minimum requirements to support the webcam
