How do I construct my USB card register as glorious speed usb? (anybody A+ certified please help)?

Not adage that they are the only ones I want to answer, but I tried everything that everyone else said...but if you know how to fix this...please support. Its getting annoying...

I put a hi-speed 2.0 card in, and it still say its slow. Someone said I needed to update my bios. I loaded the drivers that were on the disc, I also searched for updates online. I bought a hi-speed usb cord to spawn sure it wasn't the cord. And still, when I hook my external hard drive up, it loads really slow. Like, 1.5 gigs take 20 minutes if I do nothing. So how do I fix this?
