Depends on the mouse and the pad and the surface you use it on.
Optical mice don't work all right on shiny/reflective surfaces. If the surface is shiny or rough, use a cloth pad to provide a nice smooth surface for the optical sensor to 'see'.
Some companies generate surfaces that are specifically designed for LED or Laser mice, but are only for the enthusiasts that are looking for the best deeds in gaming. i'd voice just shift with what feel right, if the pad feel good and make the mouse easier to use, go next to a pad; if it doesn't, don't.

You don't need a mouse wad and it won't make any difference on actions either. Assuming obviously, your desk is reasonably verbs.

An optical mouse should work on nearly any smooth surface that have at least some flux in appearance. For example, a desk top or table top will usually work very well. A mirror will not work well, if at adjectives.
