How can I narrate whether or not a USB port is powered.?

All USB ports are powered. Unless the computer is turned off, the ports disabled within the BIOS or burned out from overload.
If the program recognises the camera then the port power is working... that's where on earth the camera is getting it's power to be recognised.
Plug any USB device with a lantern on it to the port. If the light comes on the port is powered. I use a memory stick. Remember the port may not own sufficient power to operate all devices.
All USB 1.1 and 2.0 ports are powered. BUT the power provided by a USB hub may not meet your requirements for anything other than a flash drive. This is because the unproved power is now split among adjectives the ports on the hub. The Voltage will be fine, but the current (ampage) may not.
Either use the ports on the back of your PC, or use a hub beside a mains adapter. Either will hold sufficient power to drive any device plugged in. Unless it wants an external power supply (Printers, some scanners, etc..)
