Why does my CD-R drive not work at max speed?

I hold a CD-R drive that has a max speed of 40x. Whenever I burn cd's the fastest speed I attain is 25x (and it's usually at about 16x). What could be cause this? I close all other programs and enjoy all the most recent drivers and software installed. I use Roxio compact disc creator 7.5.

Your CD element only read at 40x! Read the manual! You will also find that different burning formats run at different speeds!
If your computer is out of use properly while you are working on it, it could be a problem with device drivers, hardware or software.
