I can see my figure on my own computer, but it's not broadcasting over the internet, in chat rooms. Is in that another program, or driver that I need? I'm not severely computer savvy so any answers need to be written so that a 2 year can recognize. Thanks!

Most often near a webcam, it is a driver problem. Did you install the software that cam with the webcam? Uninstall and next reinstall the drivers.Try using a different USB port and reinstalling the drivers.
Also check your firewall.
