when i plug things up to my USB port sometimes (the the time) they do not respond... similar to it acts close to i didnt even plug anything up....what do i do

Your auto run is not working... run this to fix.
Open Control Panel
Go to System
Go to Hardware
Go to Device Manager
Expand USB Controllers
Right Click on USB Root Hub
Select Properties
Select Power Management
Uncheck Box that say to turn off power to USB ports to set free power.
