Is PCI 2.1 better than USB 2 for video seizure devices? (which have better verbs rates?)?

I would approaching to use USB 2 to hookup to my PC, for ease of switching to different laptops/workstations etc, but I don't know if I would be losing anything by skipping a unswerving PCI card.
