TV Tuner for a Dell?

For Christmas, I am treating myself to a exotic 17" Dell Laptop. I would like to set up a TV tuner, because I would similar to a TIVO-like setup. How is the picture quality on most honourable TV-tuners, and can you set it up to record approaching a TIVO?
