It's a Logitech Camera. It's an older reworked copy though. Here is a link to the most modern model of it.

Try posting a better picture. Maybe something a bit bigger so people can certainly see. and the whole camera so we can see the foot of it.
It does look like a logitec approaching previously stated.

It is a logitec camers, what does the basis look like. If it can be hooked over a LCD or laptop monitoe, it is pretty latest. If it has an eccentric tripod base it is at smallest 3 years old/
