How do i nouns an IOS on a blank Cisco 2800?

Hi,
First request for information arises in mind how is it possible that u get Blank ROM. But Not getting in to that. Your answers is.
1. Attach to Port and see are getting it any communication or not.
2 . If your getting Response later Copy File to your drive and writer as you normally do.
3. If you are not getting any response after Open Your router remove the Flash ROm and Put same number Flash ROM into it.
and do step 2
4. Also, if you have Virtual ROM Flasher later U can try to Install Directly download IOS. However, When i tried i Did not get expected result. It be went to Junk Characchters and atlast i replace the ROM.
