Why is my webcam pluged surrounded by but does not show that it is?

when i click to use my webcam this showes: "Sorry you appear to be bringing up the rear a Firewall and are currently unable to use the Yahoo! webcam service"

its ok, 1st notify me what`s ur ISP ? internet service provider ? and u can call him roughly speaking this problem maybe they blocks this service.
otherwise check ur Firewall by going to Start - setting - Control Panel - window firewall, and choose OFF then press OK, in a minute try to use ur CAM , if its working fine that mean the problem from ur firewall setting. try this one consequently u can edit ur post for more info.
