Pixel Shading is a hardware function, not a software function. If your card does not have it, in that is nothing you can do except replace the card.
Any nVidia 6000 series (or higher) will support pixel shaders 2.0. Most games are designed for the nVidia engine instead of the Radeon engine, so you will spy a significant increase in behaviour if you switch.
