Can i keep under surveillance dvd even w/o a dvd hardware installed?

i with the sole purpose got a cd hrdware/cd-rom.. is at hand a freeware for this?

no, you need a dvd rom to know how to read dvds on your computer. i haven't heard of any program that make your cdrom emulate a dvdrom.
