PCI-E GPU's at 1x are occasional, this is the only one i found:

The disadvantage is that it's 16 times slower.
i own an HIS radeon X1300. its pretty good for pci-e X1. its get 128MB onboard, and mine has 512 hypermemory. it's also below $100. pci-e X1 is still faster than regular pci and AGP.pci-e X1 has almost 1Gb/s transfer speed. but pci-eX16 is in the region of 50 times faster than pci-e X1.
