Seagate 400g external hardrive.when i switch it on the fluffy does not appear on the side and i cannot break open it?

are you using the external power supply for the drive, or hoping the USB port will know how to power it? You should use the drive's power supply. You can power small usb devices from the port, but the drive probably wants too much.
if the feathery does not work then it could be a short time ago the bulb. check if the actual hard drive is "buzzing" and you can access it. If theres no existence from it then check adjectives the cables to the power properly, if nought still then bid the supplier.
There's always a road to open everything. If at hand are no visible screw, check if there's screws secret under the nonskid foot. If not, you may need to bring back a puddy knife and pri it unseal. It is really unlikely that the light adjectives out, as those lights are typically LEDs, and never burn out.

in truth opening a complicated drive is a real doomed to failure idea, dont do it.
is the drive showing surrounded by 'my computer'?
what OS are you using?
if it is an older PC it might not recognise a drive of that size.
as already said, cause sure your power supply is properly attached, it wont work just stale the usb lead.
is your usb enabled contained by the bios?
plenty of reasons for it not to work but like mad more info needed really.
