If you are trying to copy a movie from a DVD that you rented or bought somewhere, it is DRM protected. That stands for Digital Rights Management. There is a little bit of code on that DVD that will not allow it to be copied.
You call for special software to burn video to a DVD and make it playable contained by a standard DVD player - it must "render" (convert to the correct format) and then write the video to the disc within the correct manner for standard player to allow playback. The best software for this that I know of is Pinnacle 10 (www.pinnaclesys.com).
If you are trying to copy a DVD to another DVD, in that may be several problems - maybe your source DVD is copy protected (try using AnyDVD) or too big to fit (use DVD Shrink - VERY nice free software that will even burn to the disc for you)

I ponder you have to convert your movie to the right format, consequently burn to DVDs, DVD is MPEG2 format, make sure your movie is the right format. Or you can try AVS Video Tools, this software can convert video to DVD format and burn to DVDs, I other use it to create home DVD, very confident to use and works great for me, here is a step by step guide about it
