Guild Wars is not a resource hog so you don't really have need of to spend more than $200. Here are some good deal from Newegg:

All of these have 256MB of RAM and are PCI Expressx16. Most of them are priced around $150.
To administer you a personal opinion, I have a Leadtek GeForce 6600LE 256MB PCI-e video card, and it worked like a charm. I have only spent going on for 175 dollars on it when it was brand hot, and now it is contained by the area of 100 dollars.
